Obama never read it and allowed 9000 earmarks from a Democrat Congress, so there wasn't even any Republicans in charge that needed to sign anything.

Yeah, he does. He put it out there in April and both House and Senate passed it then. But FY 2010 just started, so all deficit spending up until October 1 is all on Bush.
