What are you claiming I wrote? BTW, you never did answer how a state that is much smaller than California that gets back less (percentage-wise) from the feds doesn't seem to have the same financial problems as does California. If your response is that they can raise taxes dramatically much easier than California, then show us the state that did exactly that.
