I think they must because people do still use them occasionally to show
they really are turning right here and not at the next intersection.

Most drivers have forgotten what it says in the manual -- when I
signal a right turn with my left arm, people wave back.  So I just
point the way I intend to go.  Fortunately, a bike rider can signal
with either arm.  

Hand signals have an additional advantage when several roads fan out
at an intersection.  All the blinking light can say is that you mean
to take one of the three right turns; a hand signal can specify which.
I also sometimes signal "I'm going straight".  Which is something a
car driver never *needs* to signal, true.
